Travel time reliability is vital for both road agencies and users. Expected travel can be used by to assess the state of a transportation system, users, schedule their trips. Road network deficiencies, such as insufficient traffic flow capacity segment or poor design, have negative impact on times. Thus, maintain robust reliable times, detection deficiencies vital. By continuously analyzing times using appropriate measurements, it possible detect existing that may eventually occur unless necessary actions are taken. In many cases, indices measurements related distribution specifically skewness width distribution. The current paper introduces median-based misery index reliability. handles follow skewed well. measures relative difference between slow speeds free-flow speed. inspired median absolute deviation, its primary application routes segments with potential deficiencies.
